West Shores community has high hopes for growth

Real estate speculation and development are on the rise here in the West Shores community, which appears poised to become the seaside resort it was planned to have been in the past.
The West Shores community is centered around Salton City and includes the towns of Salton Sea Beach and Desert Shores to the north. About 2,000 people reside in the West Shores, where development has been stagnant over the past 30 years.
That no longer is the case as numerous signs and billboards are strewn about the area advertising the sales of empty lots and homes in planned housing developments.
The growth of this area is tied to three factors: the opening of the Highway 86 expressway two years ago, the ongoing development of a tribal casino just north of Salton City and a proposed Salton Sea restoration project calling for the separation of the sea into northern and southern lakes through the use of a causeway or dike.
Mark Lattanzi, owner of the Salton City Superburger restaurant, said business has been 'slamming' over the past few months, with many of his lunchtime clientele people involved in the real estate and construction industries.
'There's a lot of investors in town _ the suit and tie types,' said Lattanzi.
Driving through the long, winding streets of Salton City, one can see why developers are interested in the area. There are 20,000 lots with access to a 400-hundred-mile-long water and sewer line system that has been waiting decades for development.
Lattanzi has a program guide in his restaurant for the sixth annual 500-Miler Boat Race staged on the Salton Sea in 1966. The guide contains many ads selling the Salton Sea as a recreational mecca for water skiing and fishing.
There is even a picture in the guide of a Pepsi Cola soda jerk working on a boat converted into a soda counter floating in the middle of the sea. Another boat is pulled up to the soda counter in the picture as the soda jerk hands a drink to a customer in the boat.
Although the reasons are many for the decline of the popularity of Salton Sea after its heyday in the 1950s and 1960s, the area seems ripe for a comeback with the $730 million plan being considered to divide the sea in half.
A map of the resulting northern and southern lakes shows why speculators are buying property in the area. The West Shores would be on the shore of the 85,000-acre main northern lake, whose salinity levels would be similar to ocean levels.
The preexisting infrastructure in the West Shores makes it a prime candidate for becoming a resort community if the plan ultimately were to be enacted. Those wanting in on the action better get moving now while there are still lots available at low prices.
'Land was cheap in 1999. Now you can't buy a lot for less than $80,000 to $100,000,' said Lattanzi.
Although Lattanzi won't reveal what price he paid five years ago for the property where his restaurant is located, he did say he bought it 'for hardly anything.' Lattanzi's property since has been appraised with a value of $780,000 and he recently received an offer of more than $600,000 for it.
Viola Herzberg, a real estate broker who operates Desert Realty in Salton Sea Beach, said business has been brisk.
'I don't even have one piece of land left. I've sold every piece and I still have builders calling me. At lunchtime I'll have five different parties come to the office looking for lots,' said Herzberg.
Norm Niver, president of the West Shores Chamber of Commerce and a member of the Salton Sea Citizens Advisory Committee, said 45 building permits have been issued this year for construction projects in the West Shores, a record number for the area.
Imperial County District 4 Supervisor Gary Wyatt said the restoration plan represents the best opportunity for the Salton Sea to become an economic powerhouse pumping millions of dollars into the local economy.
The northern lake that would be created by the causeway would become a recreational oasis, explained Wyatt, while the southern lake would become an ecological tourism area.
The smaller southern lake would make more land available for geothermal energy development, said Wyatt. Geothermal energy producers are the largest taxpayers in the county and an expansion of the industry would create more jobs and tax revenue, added Wyatt.
